Until a new color caught her eye - one much softer.
Silver. Such an odd shade for one's eyes. They were soft, gentle, and nothing like hers. They spoke the truth, something a leader could never do lest she failed her family.

Things complicate, however, as the more he looks into it the more it becomes painfully clear...Madara is not merely a cruel mad man...but rather, a grief stricken brother. A grief stricken brother who would be fairly easy to keep tethered to the village if he was attacked from precisely the right angle...

Summary
Itachi had always admired the Hokage.
Hashirama's ability to make peace in the midst of what seemed like an eternal battle. Tobirama's fierce protectiveness of the home they'd worked so hard to create. Minato's bravery and willingness to sacrifice himself for those he treasured. Their heroics were that of legend.
Even so, moments after his cousin's death wasn't the most ideal time to meet them. He had to wonder if perhaps he'd gone mad-- it definitely wasn't out of the question.
Then again, the Mangekyō was hardly known to be normal. The dojutsu was always messing with people, damning and blessing them in the same split second.
Apparently, it had decided for him this meant the ability to see ghosts. Whether he wanted to or not.

Summary
Before his death, Tobirama set up a safe-guard for the village. If any suspicious movement were to happen with the Uchiha clan's chakra, he would be pulled back to life. So here he was, ready to put the clan back in it's place once more.
Come to find, it wasn't the Uchiha who needed their asses handed to them. He finds out soon enough that apparently his seal counts 'All but three Uchiha dying' as a good enough reason to revive him.
If someone had told him that his scroll was going to bring him back to life so that he could babysit a six-year-old Uchiha child and play tug-a-war over village responsibilities with a half-dead Uchiha sapling, maybe he wouldn't have crafted it after all.
Unfortunately, it was too late to brood on now.
