Summary
He may struggle with his memory for a few days, weeks, months, years, or might never get those memories back. From what we understand, he suffered from a traumatic brain injury known as a concussion and could also be psychological due to the trauma he experienced or dissociating from what happened. Only time and therapy can help in helping him heal. It'll be a lengthy, rocky process, for both Neil and those around him as he deals with the memory loss, injuries, and resulting trauma.
Neil has amnesia after surviving Baltimore, and Andrew and Neil are trying to be okay in the aftermath.

It was a sight that made his heart feel warm. He thought about how different his childhood had been. The day that Nathalia found out who she was, she was only four.
That was because she had learned how to read at a young age. After all, her father had beaten it into her since she was an infant that he wasn’t raising a stupid child and would rather have killed her than have someone who couldn’t take after him. So she had quickly learned, and learned how to keep her mouth good and shut in school.
The second lesson that she quickly learned was that she was not a she. In fact, Nathalia was sure that she was a he. Nathalia didn’t like being called “girl,” “she,” “her,” “female,” or even “young lady.” Nathalia specifically hated to be called by their name.
Neil is trans, but his family doesn't know that he is as he struggles.
