“Wh— what?” Tommy choked out, his voice hoarse from the lack of use all day.
The man rolled his eyes, as if he didn’t just ask a completely impolite question. “I said, do you have any booze?”
Tommy sat still. He reached into his jacket pocket, his hand finding only a plastic pen. Could he stab this man with a plastic pen?
Tommy pulled said piece of plastic out, visibly holding it up. “I have a pen.” Something about the bemused look on the man's face made Tommy click it, and again, repeatedly.

Summary
UA has a rule—no quirkless students. It was added years ago, after much hemming and hawing about safety concerns and lessening blame in the inevitable circumstance of death. There's no real reason to remove it, not as the percentage of quirkless people plummets further and further.
Of course, this rule doesn't actually matter to Izuku, because he's got an analysis quirk.
As far as anyone knows.
The Plan is simple: have a quirk, become a hero, and avoid anyone who could disprove those first two things.
In hindsight, UA isn't a great choice. And that's before the villains.

Tommy stands, blinking, in the foyer of this enormous, creaky, centuries-old house. He watches his foster parents of all of twelve hours sprint for the front door, battered by invisible attacks, shrieking like toddlers.
“Uh,” Tommy says, mostly to himself. “Oookay.”
Well. He’s got the house to himself. That’s an unexpected bonus.

"That's right. You don't mind this kind of cooperation, do you? Nothing is required of you: to go to social receptions with me and smile. Will you be able to occupy them with your absolutely wonderful person for this time?"
The villain looked with such concern and courtesy, as some time ago in the city. Tommy put on a smile at the praise and deciphered his task.
Distract everyone while Philza does his business like robberies and undermining the heroic system.
"Uh, well, that sounds cool," the boy shrugged. "And what will I get for it?"
"Home. Money that you have the right to dispose of as you please. Delicious food every day. A rich, luxurious life. Agree?"
Tommy bit his lip and looked down. Risky. Very, very risky.
Tommy is pleased that after his death he got into a novel he read once. In the end, he is a background character at most, and the whole drama of the plot certainly does not concern him.
But one day Philza Craft, the main antagonist of the story, comes and declares him his son.
