I've always thought the best timing for Naruto to abandon the village would be in the one month training period before the end of the Chunin exams. Without Jiraiya, who would really notice if he left...
Naruto is in the academy, but because he shows no talent the Council decides that he will always face his worst match up in the graduation exam. He's too important as a pptential weapon to let him die as a genin and it's the easiest place to keep an eye on him or so they think. Did they really expect Naruto to not learn anything in his years being at the Academy? When he surprises them by actually graduating they think it's a fluke but they assign the Copy Ninja to keep his eye on him for anything suspicious, but Naruto's never had anyone he could trust, he's good at keeping his cards close to his chest and not revealing a thing.When even Team 7's leader fails to see underneath the underneath and devotes his attention to the other members and leaves him basically with no watcher for the month leading up to the Chunin finals - Naruto realizes he has 30 days to run as far as he can

Summary
It was three years after the devastation of the Kyūbi attack that the kidnapping attempt of Hyūga Hinata and the unreasonable demands of the Yondaime Raikage came.

A war-time story. Accuracy is questionable, but oh well.

Summary
The Hidden Leaf Village in Naruto's time seems to have forgotten just why the village was founded and have lost their way. Through a mishap with a hiraishin seal, Tobirama finds himself during Naruto's time and he is having none of this nonsense. His brother may be gone, but he won't stand to have Hashirama's dream trampled so.
And if he has to cause a civil war or burn the village down to the ground? Well that depends on how much resistance he meets.
All Tobirama does know for certain is that no child will suffer underneath the protection of Konoha and if he has to take them in and care for them himself, then he will.
