Take Pain de Campagne Cookie, the head of Emergency Neutralization, who is a model employee for what the TBD stands for - he never misses a shift, and never fails to put forth his greatest effort while on the job. Truly, all at the TBD admire such dedication, if only distantly from the gruff-and-tough facade he puts up.
Contrast with Maple Taffy Cookie - the Relic Management head - who tends to spend his time "relaxing" and chatting his co-workers ears off, rather than doing what is expected of his position. It would be surprising that he hasn't been fired if it weren't for his sheer passion for his division's subject matter... and being rather approachable compared to the other department heads.
