Summary
All Might had the same meeting with Deku 10 years previous, just shortly after his battle with All for One. All Might was much more bitter, much harsher on a kid who was just looking for a way to survive. The injury was too fresh and he wasn’t focused on a successor back then. Izuku was told in no uncertain terms that he would never be a hero. But that doesn’t mean that he’ll stop being heroic. All Might was right, you can still help people without being a hero.
In fact, there are many, many ways to do it.
Izuku has found just about all of them.

“Subconsciously, I think it was a fuck you to All Might or the universe. It was either that or throw myself off the nearest roof. So my brain opted for self preservation.” The analyst chuckles wryly, “even if that just meant keeping myself and others alive out of sheer spite.”
Deku’s shoulders drop in a halting shrug, “Whatever worked, I suppose.”
“You’ve saved a lot of people,” Shouta breathes and Hizashi's eyes burn as Deku looks away, “Saved lives. Helped these kids, this community-“
“But I’m no hero,” his gnarled fingers splay wide, shaking in almost mocking jazz hands. Voice bitter but resigned, practiced.
It was heartbreaking.

Izuku Midoriya goes home and decides that, even if he can't be hero himself, he can still help them with his analysis. Cue Izuku catching the attention of multiple heroes who are a little more open-minded and willing to see the potential in a quirkless kid.

Since Izuku was 4 years old, the Higan Kosei was all that he knew. He was abandoned at one of their facilities after his quirkless diagnosis.
The Higan Kosei made up 10% of the quirkless community around the world and went by many names. They do the jobs that the heroes would never even hear about or want to do.
Izuku could have enjoyed an easy life just doing quirk analysis, but he chose to join the organization that gave him a home. It wasn't a simple life; it was filled with hardships, death and blood on his hands. But he didn't think that his life could be on any other path. Now that he was assigned a mission at UA, Izuku felt like he was being pulled in different directions.
