LCB stands for Limbus Company Bus, 09 is for Sinner Number 9 (also known as Rodion, though she prefers to go by "Rodya"), and 08 designates this as the eighth document taken in by the department. In this document, we witness the Executive Manager, Dante, losing whatever resides within the clock part of their... I guess their mind? Whatever that may be, they lose it trying to assume things of Rodion and Gregor that may or may not be true due to a prophetic vision they have about the future.
