Phil has almost died so many times—the world has almost ended so many times too—it’s kind of lost all its novelty. Now, at twenty-seven years old and freshly retired, he can finally rest.
Let the new generation handle this new era of super powered villains. The crazy scientists and the aliens from far away. The weekly apocalypse, the occasional doomsday device.
His plan goes out the window when local superhero Shazam breaks into his apartment with a stab wound and wait a minute- Shazam is actually twelve? And wait a minute! Red Hood and Deadpool are just teenagers?! WHO IS PARENTING THESE KIDS?!
OR: Three vigilantes come crashing into retired superhero Philza's life with no parental supervision and enough bad decisions to throw him into cardiac arrest. If no one is going to parent these kids then HE will!

“Something has been stolen from us,” Thanatos said, his wings puffing up as he spoke. “Something that is very important to us. And we are fairly certain that the person who stole this thing of ours is in this very crowd.”
Dream tensed beside Tommy as the crowd broke out into murmurs. Eyes were darting towards the different heroes in the crowd, the benefactors no doubt assuming that the culprit had to be a hero.
“Like we said, we haven’t crashed your party to cause trouble. But we want this thing returned to us, and we won’t hesitate to take extreme measures to get what we want.”
or, Tommy was a lot of things: a newly debuted hero sidekick, an amnesiac, and a former kidnapping victim of the Syndicate.
Tommy didn't actually remember that last one though. That was just what Dream told him.
Only weeks after his hero debut, the Syndicate announces they are searching for something, and Tommy knows it has to be him. The scariest part? If they find him, Tommy will have no clue what to expect, because the Syndicate might know him, but he has no memories of them.
So he can't let them find him. No matter what.
Of course they end up finding him anyway.

There’s a shock collar around his throat that prevents him from speaking. It’s meant to look like a voice modulator, so that the public doesn’t suspect mistreatment and merely assume Pacem doesn’t like to talk.
Tommy screws his eyes shut, tears well up in his eyes and cling to his mask.
The lump in his throat reaches his mouth.
Ah. Tommy forgot to mention one last little thing the shock collar does.
Chirp!
It prevents fledgling sounds from coming out.
Tommy, a ward of the state, is an unwilling hero that will work until the day he dies. Unfortunately he still has a long way to go.
His life goes belly up when The Angel of Death rips his voice modulator off and out comes a fledgling little chirp.
Tldr: tommy is baby bird, Phil finds out and parents all over the place.
