Heroes are inspiring and trustworthy. Infallible, no, but who looks at the camera then without some sort of agenda, right?
Heroes are the glue, the bridge, the example of society. They don't fall into oblivion easy,
Heroes don’t need to be saved.
Or: just because you slipped through the cracks doesn’t mean you aren’t an open secret.

“Don’t I pay it every time I buy food?”
“That’s sale tax. And no, depending on where you buy food,” All Might says. He turns blue. “Hawks—surely you’ve done your taxes. The Commission won’t let you practice if you’re not in compliance.”
Hawks makes another face. “Where does one…file taxes?”

In a world where humans have superpowers and ex-criminals can become accountants, Hawks has no idea why he's still required to file his taxes. He works for the government!

Summary
Hawks doesn't know what to do now that the Hero Public Safety Commission is gone. It's hard... looking at the pain and suffering they've caused in the eyes. Still, he's decided to move forward because he wants to be better, to create a new version of himself, one worthy of the name Keigo. So he'll try. He'll make this his first step forward.
