Perhaps he simply has a fresh perspective being from another non-corporate polity. Maybe he had his own Fugitive Telemetry-esque experience obtaining Preservation citizenship.
In any case, Gurathin platonically marries a possibly absurd number of people to help them get full citizenship on Preservation.
