In a world where an unknown, unnamed Konoha ninja discovered a low-level jutsu that allowed you to change sex, Konoha has evolved to take extreme advantage of what is essentially doubling their shinobi workforce and their reproductive power.
It means that marriage has become a giant tangled web of alliances, multiple contracts and spouses - Now you can make alliances with anyone and everyone, and going into Law is probably a very profitable choice.
Everyone else in the rest of the world thinks Konoha is full of fucking sex freaks.
