Tim Drake was supposed to be the one picked out by Batman himself as Jason’s replacement, the perfect rich brat so why exactly was Jason Todd getting calls about an “Alvin Draper” who wanted hugs from his working girls and why did this “Alvin Draper” perfectly match one Tim Drake? Whatever, if Tim Drake wanted hugs, he should have gone to Dick.

Little does he know that the Joker is dead, at the hands of Red Hood.
Red Hood and the rogues cover up Joker's death to save Hood from a sentance in Arkham.
AKA Batman has no clue who Red Hood is and the rogues adopt him. Red Hood has identity issues because I said so

He saw his father tense, subtle enough that most would not notice. But Damian was not of the majority, he’d lived with the man long enough to notice his tells. The way his shoulders pulled back by mere millimeters, the slight scrunching of his eyebrows, how his eyes moved from tired to alert to disbelief to bone deep sadness in less than a second. Damian would be a disappointment of a student, let alone a son, if he failed to notice them.
It's also how he knew his father didn’t believe him.

Really, it was supposed to be the perfect place to hide out for the night. With an Arkham breakout going on and him already nursing injuries it wasn't like he would be out and about anyway, and it wasn't like Dick ever used this particular safehouse so there was little chance Nightwing would run across the still unknown but dangerous Red Hood. Honestly, Jason was somewhat impressed he still had it, and that the spare key was right where Dick had promised a young robin he didn't even like.
He was less impressed to find out that he was wrong, and that Dick did still use this safehouse. He was even less impressed to find out that the safehouse was more to hide from his family and friends.

Summary
After Damian dyed Tim's hair green as part of a prank, it's business as usual - mostly. When Jason sees Tim with a purple hoodie and green hair out of the corner of his eye, he panics, briefly thinking the Joker might've infiltrated the Manor. He knows it's an outlandish thing to worry about, so he hides in the library and tries to deal with his anxieties alone. It's not like it's a big deal. Really, he's fine! He just needs some space. What he definitely doesn't need is the entire family fussing over him.
So much for that, apparently.
