Bokuto knows who Akaashi Keiji is. Everyone knows who Akaashi Keiji is. Bokuto has never spoken to him, but that's by personal choice. He doesn't fancy making a fool of himself. When he and Kuroo get caught sneaking out past curfew by Akaashi himself, who is a fifth-year prefect, Bokuto has no choice but to speak to him.
