The issue is this: Ilya doesn't always realize things are getting bad. Actually, he almost never notices until someone else does.

He isn’t sure why it took Shane so long to notice. Maybe it was the dim lighting of the hotel rooms, the urgency of one more time before one of them would inevitably get dressed and leave again. Maybe he had seen and not said anything before now, knowing Ilya’s unwillingness to rip his own heart out of his chest and lay it on the table. Maybe he wasn’t prepared for Ilya to be even more broken and fucked up than he already was.
Maybe, if he knew why, he wouldn’t want Ilya at all.

All new SHIELD agents are given a psych workup that is used to determine what the best means of discipline would be for each recruit. Enough agents respond best to spanking that specific training in spanking techniques and other associated skills (scolding, how to read when someone's really had enough vs. just needs to struggle, appropriate aftercare, tailoring all of the above a specific agents and situations) is a standard part of the training all handlers and senior agents get. Agents must discuss with, agree and consent to all forms of discipline with their handlers/superiors everyone involved gets a veto.
The psych eval, and pretty much anyone who's ever worked with him, agree that Agent Barton will respond best to spanking. In fact, he doesn't seem to respond to any other form of discipline at all. And he's vetoed spanking and refuses to discuss it.

Billy’s done this dance before, knows the question is hypothetical and that there’s nothing he can say to convince the cop otherwise. So he smirked, the corners of his mouth pulling at the bruise on his jaw. “Real damn fast I hope.”

She’s looking for Will right now, did she tell you?”
