Summary
Duke Thomas. 16 years old. Parents currently in group facility for jokerization victims and deemed unfit to care for Duke. Aggressive with perceived authority figures. History of fights at schools and home. Prone to elopement.
Duke's read his file before--has heard Tammy complain about his problematic behaviors nearly every meeting. As he burned his way through every foster home in the city, Duke knew he'd run out of people willing to let him stay. When Tammy presented the ultimatum, Bruce Wayne or Juvie, it wasn't even a choice.
Now, 8 months in and having already passed his 2 month record of longest stay at a foster home, Duke finds himself wondering if maybe he could plant roots with the Waynes. They seem to accept him so easily, already calling him their brother and wanting to include him in family events. He may not be theirs, but maybe that would be okay.
Of course, Duke should have known better. When the Wayne children start asking Bruce when he's going to pull the trigger to adopt Duke already, he realizes that they only wanted him if he was going to be theirs. Feeling trapped and unwelcome, Duke decides fuck it.
He runs.

There is no backup for the Signal.
Duke reminds himself of this regularly, like a prayer through gritted teeth: there's no one to catch him if he slips, to replace him if he stops. So the Signal can't give up. Just can't, like an immutable law, an undeniable truth. He has to win every fight. There isn't any other option.
Duke Thomas makes himself invincible. Untouchable.
Then he loses.
