Summary
A second of silence passes as Newgate and Makino stare at each other. Newgate knew she was doing her job, caring for Luffy, and making sure that he was safe. But he couldn't help but feel a little offended. He would be a fool to risk his Family.
"Say what you must, but I assure you I love my family rather than being a fool who would endanger them.” He smiles. “Luffy is safe and welcome here.”
For now, that’s enough for Makino to hear.
or Luffy's parents die and Garp is given custody. After Garp gets arrested for abuse, Luffy gets bounced around in the foster system. Eventually he makes it to Newgates.

(Ch.15) After many bad experiences in foster homes, Luffy is not eager to be put right into another. He needed an emergency foster since his last one was very abusive. He was pulled from it too late, affected mentally and physically. With an injured body and mind, he finds himself with the Newgates with 0 faith and trust in them, preparing himself for all the possible bad experiences he’ll have with them.
Wait it’s not an emergency foster anymore? And they want to hopefully keep him forever? What if he starts wanting to let his guard down and try being apart of their family? He can’t, last time he had a loving foster family, he was forcefully taken away. They’ll probably start showing their true selves after the first month anyway. They can’t possibly be this nice—can’t possibly care about him—can’t possibly want him to be apart of their family!
After a month of growing closer—everyone becoming used to each other through many bonding experiences—whether it be from drama, struggles, or simple hangouts that pushed them closer. Luffy was starting to REALLY trust them, at least enough to let his walls down more and start being more open :)
They can REALLY start to try and be a family now <3

(Ch.13) Modern AU where the Strawhats all adopted each other! Each chapter gives more context into their lives & backstories, especially Luffy’s! Luffy became everyone’s main focus after a terrible accident he and Ace were in that Ace didn’t survive—it of course hit’s Luffy the hardest. They all help each other through the tough times of grief with their unwavering love!

Law had never seen Luffy cry.
At some point he almost thought it just wasn’t a thing that could happen – even if of course he knew wasn’t the case, the raven idiot just gave off that kind of vibe. He just assumed that anything to make the boy crumble, breakdown and actually ask for help had to be something really serious and bad.Or Luffy learns people do care for him, and Law tries to not let his lack of patience ruin it.
Can be read as pre-relationship LawLu, or just plain out friendship.
