There wasn’t a single part of Demise’s wretched tower that was made for the comfort of a Hylian captive. Wind howled constantly outside the stone walls and snuck through the cracks in the masonry. Even if the windows afforded him spacious views, the skies here were always dull and gray, and the wastelands surrounding the keep were brittle and devoid of life.
But Sky supposed it was better this way. He was just grateful it wasn’t Sun going through this.

There's just one catch, though. The materials she'll need to accomplish this can only be found on the Surface predating Hyrule - during the period in which the Hero of the Skies was indisposed, and Demise ruled the lands.

It’s a sweet deal.
Separate basement apartment, secluded and secure from the elements. Big enough to house all of Four's things plus the small cot he picked up for nothing on one of those free marketplaces. Cheap rent despite the huge shared space and comfy neighborhood. Dark and isolated enough for Shadow to slip right in.
"You'd think a place like this would have better security," Shadow lets himself into Four's room.
OR, Shadow's been hanging around the townhouse for months. And during that time he's seen some stuff. Like, a lot of stuff.
