Summary
Gotham was becoming unmanageable, Batman just wasn't enough anymore. This was a fact that his father refused to acknowledge, this was a fact that ended up killing him. Damian, however, was far more aware and willing to accept this than his father. He knew now that one man could not keep a city together without help. He knew that he needed assistance if he wanted to hold his father’s legacy together.
Damian Wayne starts collecting a family that would have been his father's in another world.

It was why she’d chosen him, in the end. Mother could have had any human, and had proven so by catching many of them over the years, but it was this Batman who intrigued her, challenged her, and had proven himself to be the best above all others. She’d tried to catch him daily, but he’d seen through every trick, avoided every trap. What begins as an inconvenience quickly spirals into something far worse, as he finds himself struggling with the mounting realization: no one has noticed. Superman takes over the world determined to eradicate all crime through violence, do to his loss of his wife. His son Jon was ten at the time and had known his best friend for a few months. The best friend in question was thirteen, but the lack of interactions for seven years was dreadful. So, Jon spent all his energy attacking Batman's Insurgency, once his father deemed him old enough to at the age of thirteen. Jon did this not because he was loyal to his father's ideals but he believed that Damian was with his father like he was with his. Jon was wrong in this fact, as sr Damian was apart of one of the few neutral parties left. Damian twenty and in charge of the League of Assassins.

It was almost laughable, how Batman, his father, whose known to be terrible with feelings, is better at them then Damian.
Damian isn’t like everybody else in the family. He can’t smile like them, laugh like them.
He doesn’t know how.
The league didn’t give him much to be happy about, much to care about. He didn’t know how to show he cared, or how to accept affection, or give it.
So it shouldn’t have surprised him when he was treated… different.

Instead Mother grasps the strange boy’s hands and says, “Jason Todd, you will get your vengeance.”
