A shinobi breaking their word deliberately while completing a mission contract is tantamount to social suicide. No contact wants to hire a shinobi clan who breaks their agreements frivolously. A clan's reputation is all that stands between them and starvation.
If Tobirama accepts, he must escort Izuna safely to the Uchiha.
