Summary
This is set in an AU where the ring is not found/fallen into the wrong hands and as its evil grows, the race of men falls into decline. The Steward of Gondor is aware of this, he attempts dominion over other Middle Earth races as his way of keeping things in order. He believes that halflings and Northern Elves hold the key to saving the declining West, and from them wishes to create a new enduring population.
