Between the cracks of the war--the times when the ships are re-arming and refueling, the men are finally have a moment of peace and the senators get drunk in between scheming--Ahsoka has time to live her messy sixteen year old life. She might even have a teenage romance (or two). Surely sneaking into a club with Padme's card can't create too much mischief can it?
Ahsoka is also Anakin's apprentice. Anakin who is so much darker than the council wants to believe. Anakin who has the Chancellors ear.
It's a terrible thing isn't it, to be Anakin's apprentice.
