The kid sets his jaw, forces his shoulders back, and looks up at Enji with a hard gaze. He pulls back minutely, surprised by the steel in this kid’s eyes, when just moments ago this toddler-sized boy was getting the shit kicked out of him. The kid stares up at him, like he has something to prove to a world that already hates him and he's desperate to make it think something different about him, and he asks, “Could a quirkless person be a hero?”

Izuku’s shoulders dropped slightly.
“I asked them if someone without a quirk could become a hero.”
Stendhal-san snorted. Izuku’s shoulders nearly covered his ears. He knew, he heard it from All Might already, he didn’t need to have Stendhal-san repeat it, too-
“Obviously,” Stendhal-san said, leaning back on his arms. “Quirks are merely tools; plenty of heroes have perfect quirks and not an ounce of heroism in their blood. You’re already more of a hero than numbers 2 through 10, combined.”
Izuku could feel the tears slipping down his cheeks, sobbing at the words he had been yearning to hear for so long.
“Did they- did they not say that?” Stendhal-san asked, startled by Izuku’s reaction.

Between watching hero fights, getting bullied, and being sad, Izuku didn’t mean to start a mysterious, international, multi-billion dollar, non-profit quirk analyst firm with himself as its unseen shadow leader. It just sort of happened. Hobbies, amiright?
