A second passes when Max reaches the top. He hasn’t moved yet, Daniel thinks that no one in the audience has either. He can see the tip of the other’s toes when they flex, he knows Max is readying himself for something. Can feel the swell of suspense among the viewers, they’re all watching him.
Max falls backwards, and someone else screams.
(Or a circus AU in which Max is an aerial artist, and Daniel is looking for a way to run away.)

“I never managed to find an apocalypse that was on a beach.” Sylvie says, absent mindedly. She’s lying in the sand at Hunter’s feet and apparently making some sort of sand angel. Her blonde hair blends in with it in some places, only highlighting how her natural dark roots have begun to grow out.
“In that case,” Loki informs her, looking up from Mobius’ jet ski magazine, because for some reason the two of them had insisted on taking that from the TVA, “I should probably warn you that sand gets everywhere and is a bitch to clean out.”
She shrugs, moving more sand around. “I have magic.” And tilts her head back to grin up at him, a silent thank you.

Summary
As long as he is careful, it is not particularly difficult to avoid taking an action he will later regret. Zemo lives by setting goals and working towards them. Every step he takes is towards the completion of at least one goal. If the step he must take violates his moral compass, it does not mean he will not take it, though he will experience emotional distress and regret the necessity. He will find another way only if that distress and regret would compromise his ability to take further steps towards his goal. There is always another way, even if it is not the best way.
So when he offers the Winter Soldier to Selby, caressing the Soldier’s face to be sure that his meaning is clear, he experiences emotional distress. He regrets the necessity. But he does not regret his decision to do so.

"...Right. It’s like Barnes said. Bird one: bring our time travel testing to new levels, in a relatively safe context. Bird two: push Barnes further into his healing journey by letting him see the sister he hasn’t seen since 1943.”
