Summary

But Bucky trusts Steve more than he fears going under the knife. Steve promises that everything’s going to be alright, and that’s enough for Bucky. But when Bucky suffers a rare medical emergency during surgery, will Steve’s promise be broken?

“An experimental pardon,” Val corrected. “And the President needs to look just as good as the rest of us. He’ll lean into that war hero image until the first disaster and poof! Tune changed. But guess who will get all of that blame?”
“We have very advanced technology to ensure that won’t happen,” Ross said.
“Thaddeus, Thaddeus,” she tutted. “That soldier has withstood every single torture method known to man. Chemicals, deprivation, solitary confinement. Literal brain injury! And he was barely kept in check. What do you think’s going to happen when he’s let loose? We can take bets on the number of casualties.”
Maybe she’d said that last part a little too gleefully. In any case, Ross narrowed his eyes. “Do you have a suggestion?”

Bucky's pardon requires that he wear an artificially intelligent shock collar as a term of his release. Bucky accepts, knowing it's his only chance to get out and do some good in the world.
Unfortunately, there are plenty of people ready to severely misuse that power.

Stop being weird, Bucky says with a furrowed brow, and he sips his beer again. He’s looking at Sam like he’s crazy. Sam’s mirroring the effect.
"This is weird, man, even for you. Is it me? Did I do something?" Sam’s concern is growing by the second. "…CAN you talk?"
What? Of course I can. Of course I...of course...wait a second.
Those tired, apathetic baby blues go wide.

Turns out he's a super secret assassin on the run! She is suddenly pulled into a war she was not prepared for. A war between the Avengers and hydra with her handsome rescuer as the centerpiece. Can she help him piece together his memories and remember who he truly is? Will they find love and happiness or will it all end in blood?Set right after Captain America Winter Soldier in 2014. I kind of rewrite Bucky's story from there. Starts off with just Bucky and Winnie but the Avengers will eventually show up and be a part of the story.

Summary
The Soldier cries out in rage. Not fear. Never fear, not in those dead eyes that stare blankly back at Steve. Eyes that are precisely the same color as Bucky’s, the same stormy blue that used to twinkle with mischief and melt Steve into a puddle, now cold and lifeless.
Dead eyes in his dead lover’s face.
Steve hardens his heart and twists his arm, throwing the Soldier to the ground and pulling the man’s right arm back at an impossible angle. Pulling the limb towards him and feeling the bone give against the socket as he bears down with all his weight. The Soldier struggles, but Steve is just too strong, the leverage too great.
“Drop it!” he shouts, even as the Soldier tries to swipe at him. “Drop it!”

It’s astounding how quickly he’s become lost. Bucky shoulders his way through the barn door, slamming it shut behind him and sinking gratefully back against the worn planks. It’s marginally warmer here, out of the driving snow, but not by much. Bucky shivers violently, whether from cold or blood loss he isn’t sure, but he knows one thing—he needs to build a fire, fast.
-or- Lost and wounded in a snowstorm, Bucky must stay alive long enough for Steve and the Howling Commandos to find him.
