Summary
Surprisingly, the alliance proceeds without a hitch. Well, not much of a hitch. Bull doesn't learn until later that the Ben Hassrath, as a condition of the contract, had demanded that Bull be turned over to the re-educators immediately. He doesn't know what the hell kind of rebuttal Josephine and the Inquisitor offered in response, but Bull receives a letter the day after the alliance is ratified. It reads:
In light of your excellent service record and the rapport you have built with the Inquisition, the council has chosen to defer judgment on your breach of reproductive protocol until a later date. You may await instruction regarding your expanded role.
In the same envelope he finds an Aqun-Athlok authorization form, signed and stamped, with Bull’s identification sequence on it. There are a few new numbers tacked on. At the very end, a "B" has been replaced by an "A."

Jon can't focus. Tim's grinning face and good-natured chatter fill him with too many contradictory emotions. At one point, Tim nudges him a bit, bumping their shoulders companionably, and Jon isn't sure whether he wants to finger-comb Tim's hair or take a swing at him.
(There's a cowlick sticking up at an awkward angle from the otherwise impeccably-gelled top of Tim's hair. The sight of it is making Jon unreasonably upset. Jon needs to get to his office quickly, before he commits an act of workplace harassment.)

"Jon. It's going to be fine. Shopping in heat isn't that big of a deal," says Martin, not for the first time, while Jon, who has recently acquired a vehement dislike of postal workers, bin men, FedEx drivers, dog walkers, bicyclists, and other such unsavory characters, glares vigilantly out the front window. It seems that no amount of gentle prodding can quite convince Jon that this is not Martin’s first go on the estruation rodeo, and that he has, in fact, survived roughly fifteen years worth of heats without Jon’s intervention.
To be honest, Martin isn't trying particularly hard to prove his point. Maybe Martin doesn't really mind being guarded. Maybe Martin deserves a bit of white-knighting, after all he's been through.

"Ha! I remember those days. The baby grumps. I was a mess when my Vera was expecting our first." Mr. Porter offers Martin a tablet and a conspiratorial smile. "The oven timer went off and I just about kicked the door in. Left a big old dent right in the middle. Oh, was she ever cross.”
Martin, who is pretty sure he heard Jon earnestly threaten to maul the smoke detector the other day, nods knowingly as he scribbles his signature. From inside the house, there's a muffled banging sound, like someone just closed a cabinet with unnecessary force.
Mr. Porter just chuffs cordially back at Jon. Haha, easy there. No worries. No hard feelings, fellow.
In response, there's a protracted, grating rasp of I'm watching you.

It becomes a routine. Sharing scraps and slim pickings, pacing and gnawing old bones, acts of mutual cannibalism. Daisy feeds on the street and brings Jon her carrion. Jon lets Daisy shove him against a wall and bite him bloody, inhale his fear until he's ashen and shivering, and gets an erection every single time. They don't talk about it.
Then, one day, they do.

He laughs again, like she’s making a joke. "You've heard it."
Melanie deliberately unclenches her jaw. "...no. I haven't."
He leans in closer, like he's sharing a secret. He smells like iron. "You're hearing it right now."

So. Martin isn't expecting anything to happen. But then, one day, something...does happen. It happens when Martin is passing Jon in the hall, and stops to ask how he’s doing, because Jon always looks a little bit like hell these days, and it makes Martin feel like he has to do something, and useless small talk is pretty much all he can do, so that’s what he does. And instead of grunting or shrugging or mumbling something dismissive, Jon replies, with perfect, involuntary clarity, "Every part of me aches, and I would just about kill to have someone rub my shoulders right now."
There's a positively deafening silence as they both come to grips with this unprecedented turn of events. Then they both start talking at once.
"Ah," says Jon.
"Wow," says Martin, at the same time.
