Rouge survives, but Garp still takes Ace. So as soon as she is back to her strength she goes to Dawn and gets him again. Taking Luffy and Sabo too because those are her boys now too. They sail and eventually make it into the North Blue, where the Vinsmokes reside. Hearing what happens with Germa she goes to look up an old friend, Sora, and knocks Judge flat on his ass when she finds out what he did/tried to do. Collapsing Germa's Kingdom, taking Sora and the kids and make a name/life for themselves of the Queen of Hearts and in the New World (she was Pirate Queen she can do this). Eventually running into Shanks and introducing his little siblings, doing the same to Buggy, and eventually Newgate (although that's grandkids/niece and nephews).

Summary
After freeing Dressrosa and visiting Zou, the Straw Hat crew finds not only Sanji, but all of them exclusively wanted alive.
Turns out that the reasoning behind this is a bit closer to home than the crew could have guessed. “What’s happening?” Usopp asks, huddling closer under Nami’s umbrella to look at her tablet.
“The tornado… it’s starting to head south.” Nami says with a frown. “It switched directions?”
“Is that tornado getting closer?” Robin wonders out loud.
They all stare at the tornado. Sure enough, it seems to be getting closer to them.
