Summary
The Wayne's are, supposedly, the biggest gangsters in Gotham. So when Penguin tells Jason that either he kills Bruce Wayne or they throw Jason's body into the harbour — the boy realises he's dead either way.
He just didn't account for the possibility that instead of murdering Bruce Wayne, he'd be adopted by the man instead. Because that makes so much more sense, obviously.

“What am I missing?” Jason asked, his brow furrowing and letting annoyance creep into his tone. He didn’t care for his father’s mind games.
“Jay, lad,” Bruce began, quietly, and Jason wanted nothing more than for his father to just spit it out. His hand twitched, as though he wanted to take Jason’s, or maybe put a reassuring hand on his shoulder like he used to. He didn’t.
Jason wasn’t sure whether he was glad or disappointed.
“What?” He exclaimed with a huff, falling back onto his pillow to glare at the ceiling. “It can’t be that bad.”
The silence that followed only served to unsettle him more.
“When you were injured, it was as a civilian.”
Or alternatively; Jason wakes up in the hospital after an accident, the doctors have identified him as the long lost son of Bruce Wayne, and he's forced to not only figure out how to navigate his (very public) personal life, but also the broken relationship with his father.

Except there's a strange boy from the room next door who likes to steal his doormat, leave stupid notes on his front door, and eat takeout on his couch uninvited. And is also possibly involved in criminal activity—what’s a rich kid doing alone in Crime Alley running from the drug ring’s henchmen, and how does he have personal contact with half of the Gotham rogues?
It’s all very annoying. Jason doesn’t care about the kid at all, nope, not one bit.

Summary
Jason Todd left Gotham behind after Bruce made it clear redemption wasn't an option. Jason changed his name to Neal Caffrey, obsessed over art, got arrested, and became a criminal informant for the FBI.
He is okay with this. He's the happiest he's ever been. He's out from under the shadow of his past mistakes and regrets and he's trying to avoid new horrible mistakes and regrets, and he might just be on the right path...
But then a case lands on Peter's desk with the Wayne name on it, and Neal has to decide to stay and risk Batman's wrath, or run away and lose everything he cares about (again).

Summary
There are two locations in Crime Alley that everyone knows are neutral territory: JT's Garage, and Flag's Bar situated two blocks over.
The Alley's run by a Ghost story who goes by that very name and lives up to every rumor told about him; whether this be the blood running down the streets of the Narrows during the gang war waged for the Alley or Ghost's merciless hits against those who defy his order. Even the kind smiles and open rooms without strings attached offered to the citizens of the Alley are true.
Its been this way for three years now. Ghost has taken over Mask's territory, ran Penguin out, and shut down Two Face's operations. He has worked long and hard enough to secure a foothold and establish a system under his Code.
And it works. It does.
Three years is also enough time that Spoiler and Signal, the two newest Bats, begin to get a little too curious about finding out who the elusive Ghost really is.
(Jason hadn't wanted to get involved with the Bats this time around. He wanted to clean up the Alley, work on cars with Santana, and maybe smoke some weed and drink some beer on the weekends when he wasn't out doing crime-lord shit. Fuck.)

It was free, easy to get, and easy to carry, so long as he kept his head clear and his facts straight.
Jason had information Batman could use. He knew it. He had thought it over all day, sitting on that moldy couch, eating stale saltines. Batman would definitely be interested in the information Jason had.Batman had become scary again, like the old stories Jason used to hear the goons in the area tell. Breaking bones, just barely keeping people alive. Batman didn’t kill, no, but sometimes? Sometimes living was worse, maybe.

Jason slumped against the wall, feeling the frustration bubble in his chest. He was tiny, injured, confused, nearly naked, and alone in an alley. This wasn't good.
"I found him!" a voice shouted at the same time as light showered over Jason from above. He looked up quickly in shock. He knew that voice.
'You have got to be kidding me.' Jason thought. The light lowered slightly and he saw the smiling face of the one and only Officer Dick Grayson above him.

Although could it really be called hacking when they’d never bothered to change their frequency since his Robin days? All he’d had to do was log on, and boom – instant access to the best ways to avoid meddlesome Bats while he got shit done. And since his end was carefully muted, they wouldn’t even know anyone was listening.
His second mistake was thinking he could listen without getting sucked back into their drama.
Jason came back to Gotham with two intentions: one – protect Crime Alley and do it right this time. And two – avoid the Bats. Neither of these were proving as simple as he’d hoped.
