Throwing my support on this as well, for exactly the reasons stated. Plus I know people who read ao3 but don't have accounts because they don't want one! I want to leave my comments open for people like them and I'll absolutely forget to change my settings for each and every new fic. An account wide switch would be exactly what I'm looking for.
