Red Hood didn’t want to deal with this. Tim Drake was supposed to be special. Tim Drake was supposed to be the one picked out by Batman himself as Jason’s replacement, the perfect rich brat so why exactly was Jason Todd getting calls about an “Alvin Draper” who wanted hugs from his working girls and why did this “Alvin Draper” perfectly match one Tim Drake? Whatever, if Tim Drake wanted hugs, he should have gone to Dick.

The Joker is going around blowing up morgues and funeral homes, with Batman hot on his tail. The Joker goes into hiding and Batman is forced to look towards the anonymous Red Hood for help.
Little does he know that the Joker is dead, at the hands of Red Hood.
Red Hood and the rogues cover up Joker's death to save Hood from a sentance in Arkham.
AKA Batman has no clue who Red Hood is and the rogues adopt him. Red Hood has identity issues because I said so

Summary
If there was anything in his life that Damian was confident of, it was this.
“Father, the Red Hood is Jason Todd.”
He saw his father tense, subtle enough that most would not notice. But Damian was not of the majority, he’d lived with the man long enough to notice his tells. The way his shoulders pulled back by mere millimeters, the slight scrunching of his eyebrows, how his eyes moved from tired to alert to disbelief to bone deep sadness in less than a second. Damian would be a disappointment of a student, let alone a son, if he failed to notice them.
It's also how he knew his father didn’t believe him.
