This- it's surprisingly kind, for Tim's mind to give him an attempt at safety and comfort- in the form of a hallucination- while it's obviously buckling under the strain of whatever new heavy-weight toxin that Tim's been dosed with. And Tim- Tim will indulge it. Just this once. He stops his swaying and stumbles over to Jason.
OR: Gotham decides that the perfect time to introduce Tim to his Catatonic older brother is while Tim is drugged and convinced he's hallucinating.
