Military jets are highly specialized for specific atmospheres, so the entire Air Force is constantly undergoing minor reformats on every new planet they land on. Nevertheless, some things always remain the same. For Starscream, that means an orange tinted cockpit, and a red torso. White arms with bright blue on the servos and legs that go on for forever and a half. Windswept white wings with a single, bold red stripe.
The frame that Starscream is currently wearing… technically has all of these components. Yes.

Shockwave is already waiting for him. The room is clean— Shockwave has already verified beforehand, but he does not mind that Soundwave takes another two kliks to secure the room again, just in case. It is logical to independently check conclusions. That is, after all, why this meeting is taking place.
Finally, Soundwave nods. He begins to speak. “Evidence: viewed?”
“Indeed,” Shockwave confirms. “As you said, it was all circumstantial. But on the basis of the sheer mass of data you have provided, I choose to believe that your conclusions are… not unreasonable."

Through a certain series of events, Shockwave comes to the conclusion that Starscream is trying to seduce Megatron! There's only one logical way for Shockwave to avert total disaster: he has to seduce Starscream first! -

Summary
The first ‘class’ that Starscream takes is in the back alleys of one of Cybertron’s many, many shitholes, but that one couldn’t have been more pedestrian, so it doesn’t count. Starscream’s real first class—not some bootleg cribbed off of mechs who failed out of training and life and have nothing else to their name, not some half-drunk lesson from students stupid enough to believe him when he cooed over their gormless struts— anyways, it comes on a campus, in the tall glistening towers of a research academy that’s the most beautiful thing that Starscream had ever seen.
He doesn’t know that it’s just polish on rust yet, but he’ll learn that too, eventually.
