Summary
Four years have passed since Ultimecia was defeated and Squall and his crew returned as heroes. Quistis has spent the last three years working as a presidential aide to Laguna Loire in Esthar, and while she sometimes misses Balamb, she's found a niche for herself in the technologically advanced city.
Seifer, meanwhile, has been on the run since shortly after Ultimecia's defeat. Wanted by several nations for his role in the war, he fled Balamb and never looked back. The years haven't exactly been kind to him, and he's running out of places to hide.
When word reaches Esthar that Seifer Almasy's been spotted in the Dollet Dukedom, Laguna asks Quistis to investigate and bring him in to avoid an international incident, leading to a long-term assignment for Quistis to whip Seifer back into shape and help him clear his name before Galbadia calls for his head.

Somewhere between the coffee fiasco and the sack of beans delivered straight to her skull via pigeon, her military record had gotten a little … embarrassing. Mal did not generally do embarrassing. She was quite sure that she could do better the second time around.
The question she’d been stuck on was how much difference that would make if Borogravia itself could not do better.

“Are you buying me a coffee because you feel bad about punching me in the face today?” she asks. “You don’t have to. It was my fault for not ducking even when you were telegraphing it for me pretty hard.”
She’s still kind of embarrassed about it, to be honest. She was doing an okay job of fending off Fujin’s strikes until she saw one side of Fujin’s shirt slip off her shoulder a little; her mouth went dry and she froze so bad that she didn’t even register that she’d been hit until she was already on the sparring mat.
Fujin rolls her eye. “Negative.”
