She claimed him as her own, she renamed him Jamil and plans to raise him in the shadows of the League of Assassins, with a fiercely protective Damian as his unexpected brother.
TLDR: The Lazarus Pit didn't heal Jason Todd—it turned him into an infant, and Talia al Ghul is hiding the miracle from her father.

The loneliness gnawed at him. But, anybody he knew wouldn’t…
Batman came to mind, for example. Are you finished? The one time Kyle tried to explain it. Are you finished? The tone reverberated through his spine. Condescending, tired, exasperated, and not in the fond way like Jen, John, Guy, any of those people were. Batman had sounded done.
Kyle imagined that, in a different setting, he’d feel rageful. The impulse to punch Batman in that moment had been a strong one, but the shaking in his lungs was stronger, and it kept him quiet. Quieter. Wally had snickered beside him, and the betrayal had sunk in deeper.

“Damian,” Bruce says, very slowly, “do you know someone named Jason Todd?”
Damian frowns at him. “No?”
“Real tall guy,” the Joker suddenly pipes up from the holding cell, “white streak in his hair. Kinda looks like Bruce Wayne, if you ask me!”
Damian blinks. “Oh. Well, I do know a Jason that fits that description, but his last name is not Todd.”
“What the hell is it then?”
Damian frowns harder. “Al Ghul.”
And just like that, Bruce’s worldview goes to complete and utter shit.

Or: Jason decides that if someone has to be a monster in this world’s shadows, it might as well be him. This decision might’ve been influenced by the fact that Talia al Ghul decided to spring her son on him and also gaslight everyone into believing that Jason is her eldest child. Also, he kills his pseudo-grandfather and kind of accidentally becomes the new R’as al Ghul, because by now, he’s way too deep in Talia’s con-shit to back out.
…It all goes over surprisingly well.

Oliver blinked. “For my sixteenth?” He winced, thinking of the Audi—burnt rubber, twisted metal—”Me, I uh, I just got wasted, honestly.” Half of the truth, at least.
Bruce came to a halt, and Oliver turned to face him, expecting him to be withdrawn, muttering an apology and splitting for his dorm. But his tired eyes had a spark in them, for once, and he purposely stood up straighter, brow a line of determination. “That,” he said.
“That?” Ollie repeated, head tilting in confusion.
“Yes. I want to do that. What you did. Get wasted.”

Summary
It had been a long time since the bat signal called Jason. A long time since that particular beacon had anything to do with him. He stuck to his streets. Dealt with Black Mask and Penguin and Two-Face when it suited him.
Jason perched on rooftops and fire escapes and kept his eyes on the ground. He listened to police scanners and hacked into the Bats' comms.
He didn't look up.
He remembered it, though. The rush of adrenaline when he'd spot the bat illuminated in the sky. As Robin, it meant an adventure was to be had. It meant purpose. Magic.
