Summary
When their attempts to recreate the super soldier serum failed, Hydra started trying to breed Captain America clones from his genetic samples. Unfortunately, the serum's effects aren't passed down genetically, so instead of an army of tiny Captain Americas, they get a bunch of tow-headed, asthmatic, allergic, immuno-compromised little Steves.
And then the Winter Soldier stumbles across Hydra's failed experiment...

Bucky drops into the trench. It’s pitchy black, and he’s good; there’s no warning save the displacement of air. Steve is wedged into a sentry stance beneath the earth, on guard and half-awake, when he feels Bucky come in like wind.
“What’s the secret password?” stage-whispers Steve.
“It’s ‘fuck off.’” Bucky displaces more air, wending Steve-wards. “Didn’t wanna startle you. Hoped you were gettin’ some sleep. You don’t sleep enough, Steve.”
“Whose fault is that?” Steve says, smiling under the ground in the dark. “C’mere.”

Rogers has got his game face on, staring up at the ceiling like he’s just taking a break or some shit, chilling before the next mission. Fucking peaceful. Nothing about that expression says that he’s been stripped naked and restrained, that he’s surrounded by a pack of guys that are just fucking slobbering over him like hungry wolves circling their prey.
The Soldier stares flatly and Rumlow holds up his hands. They’re on the same team and he doesn’t want any trouble. He’s fine with seconds provided he gets to watch. As scary as the Winter Soldier is, he’s still one fine piece of genetic engineering shaped by hard training. Rumlow is A-okay with watching the guy get his rocks off with Captain America. “You go right ahead,” Rumlow says. “Be my guest. Ain’t nobody going to stop you.” In fact, Rumlow’s looking forward to this now that he thinks about it, seeing the epitome of Hydra, with his Russian branded arm, fucking the symbol of American pride.
(Or, the elevator scene in Winter Soldier goes a little differently and Rumlow's thinking that he finally gets to have a piece of Steve Rogers. Only the Winter Soldier shows up and he doesn't seem that keen on sharing. Rumlow POV. Please mind the tags).

Every time he comes home late, flushed red and sweating from exertion, Steve assumes he was out with a girl. Bucky doesn't correct him. He also doesn't let himself think too hard about why Steve seems so pissed off about it.

When Steve Rogers returns to Brooklyn, the marriage arranged for him having proven to be a sham, he is desperate; desperate to regain his footing in Society, desperate to secure a wealthy spouse capable of paying the costly treatments that keep his mother alive and settling his family's debts. But how is he to do that when people view him as nothing more than damaged goods, someone to be sneered at, ridiculed, looked down upon, or pitied at best?
An opportunity presents itself when Lord Barnes, the renowned carefree Casanova of Brooklyn, forgets himself during one night of drunken stupor, sending Steve a letter that flouts all laws of common decency. An agreement is soon made: in return for Steve's discretion, Lord Barnes will pretend to court him, taking him to the most fancy events of the season where Steve can be introduced to potential suitors. It all works out perfectly, until Steve comes to understand that Lord Barnes is not as pompous and self-absorbed as he believed....
