Her voice is too cute, all high and squeaky. It makes Sakura smile with affection.
“I won’t allow that to happen.”
“But what if, by accident…?”
Washing Nene’s hair is akin to taking care of a wounded animal. Not that Sakura has much experience with the latter, but they assume the two are similar. They both require a certain level of delicacy and intention. If they scratched Nene too deeply or held her too tightly, they could startle her. The goal here is to make her feel protected, taken care of. As such, Nene can’t know there’s a goal. She has to think that she’s here entirely by choice.

Summary
As Kou’s leaves reach their destination, he plants his rake in the ground and stares at Hanako’s silly pout. “All you do is play cards, lose, then bother senpai.”
Hanako gasps dramatically as if hurt at the accusation, then he sternly crosses his arms, objecting, “Not true! We don’t just play cards, y’know.”
Kou does a favor for Nene by raking some leaves and Hanako pesters him while he does. Antics ensue.
