Jason doesn’t mean for the Winter Soldier to be a present for Tony Stark. The youngest Stark isn’t supposed to be involved at all.
The plan is simple: intervene before the Winter Soldier can murder Howard and Maria, tranq the Winter Soldier until he’s sufficiently incapacitated, and then drag him off for further study and let the Starks carry on with their fraught, bourgeoisie bullshit.

It had been a long time since the bat signal called Jason. A long time since that particular beacon had anything to do with him. He stuck to his streets. Dealt with Black Mask and Penguin and Two-Face when it suited him.
Jason perched on rooftops and fire escapes and kept his eyes on the ground. He listened to police scanners and hacked into the Bats' comms.
He didn't look up.
He remembered it, though. The rush of adrenaline when he'd spot the bat illuminated in the sky. As Robin, it meant an adventure was to be had. It meant purpose. Magic.

Summary
Bruce taught his Robins how to lockpick on day one. Either one of them could have escaped easily by now if they desired to do so. Something as rudimentary as a pair of handcuffs can’t contain two trained bats, yet neither seems to be in any hurry to escape.
“My guess is they lost a bet,” Dick theorizes to Bruce later while they watch on as the pair attempts to get on Jason’s motorcycle without tripping over each other. “Or it’s some kind of weird deal and whoever wins gets the other’s Xbox or something. They seem fine, Bruce. Leave ‘em be.”
But it’s weird. And this bizarre game goes on for longer than Bruce anticipated he’d have to watch, carrying on for another day, and then another, and then two more. Tim and Jason stay locked together at the wrist, and neither gives any explanation as to why that is no matter how much Bruce prods.
