Summary
In a timeline where Section 31 was unable to successfully produce a bioweapon against the Founders (despite pouring near-endless resources into the project), the Dominion War still ends in roughly the same fashion, give or take a few lines in a few treaties.
Without Sisko’s support and a war that necessitates Starfleet accepting all the medical help it can get, Julian finds his career options as a known Augment narrowing. Sloan offers him a dubious opportunity that might be a way to allay Starfleet’s concerns - if Julian can stomach it after their previous two encounters.
Section 31, however, has something in its basement more dangerous than just war-crimes and records of assisted coups. They have something compelling and seductive that could pull Julian into a world that has haunted him all his life, even while the Federation had left it behind long ago.
