I, Galinda Upland, True Born Supreme Ruler and Vampire Queen of Gillikin have noticed that many under my leadership are not quite up to speed on the in abouts and out abouts concerning vampire etiquette as has been amended and passed down from generations abound.
How unfortunate, but fear not, for there is no better explanifier in all of Oz to catch you up on our esteemed regulatory system as it stands today!
To lessen confusion or misinterpretation of my expectations as Ruler Supreme, I've made this short pamphlet to be distributed to all vampires who might lend an ear (or rather their eyes) and spread the good news!
Since you've stumbled upon this pamphlet, it's safe to assume that you are indeed a vampire under my jurisdiction! (Oh, how the fortunes have turned for you, and so swiftly!)
Below is a list of edicts that I've set forth as Supreme Ruler. Please do read these reforms carefully as you will be held accountable for upholding the decorum of these vampiric laws that I've instilled across Gillikin and my allying territories to the letter.

Galinda knelt at the edge of the bed, her delicate hands working carefully as she wrapped the rope around Elphaba’s ankle, tying it to the bedpost. “Let me know if it’s too tight,” she murmured, her tone uncharacteristically gentle.
The rope was snug but not painful—just as the book had instructed. Elphaba had insisted on research beforehand, poring over guides with an intensity that had made Galinda giggle more than once. The blush that had crept over Elphaba’s face when she’d flipped through pages of suggestive positions was priceless.
The plan had originally been for Galinda to be tied up. But when Elphaba voiced her concerns about the rope hurting her, Galinda had countered with, “Then let me tie you up first. You’ll know it’s safe.”
Elphaba had agreed far too quickly.
