Sensing his confusion Midoriya added, “there is somebody making trouble in my arrangements, I need to re-establish my position as an omnipotent god so I can my plan in motion and what’s a better way to do than showing up with a powerful and influential Pro Hero?”
“And they’ll let me waltz in a place full of people hating heroes?” in that moment Shouto decided that Midoriya was insane.
“Of course, if it’s me you’re waltzing with!” Shouto was graced with another thousand-watt smile. “I can promise no one will dare to lay a finger on you.”

Todoroki Shouto never expected himself to sympathise with a villain. Yet as he finds himself getting acquainted with a criminal mastermind he's supposed to catch, he can't help but question the motives of the Hero Commission given that the villain Deku uncovers all the Pro Heroes' crimes they are trying to sweep under the rug.

“I– oh. You.. were looking for me?” Shouto stares at the nervous laugh, the man’s cheeks a dusty rose. “I don’t hear that one often. I’m assuming you need help with something really specific, then?”
Shouto nods, lips pressed thinly together. He knows he has to share his story to receive help, but that doesn’t prevent him from being any less reluctant. He knows he’s dreadfully slow to warm, knows he’s a difficult person to be around, know he isn’t the most talkative or personable. They’re just a series of fatal flaws that keep people away. And while that may sometimes be intentional, there are other times where he thinks he would welcome the intrusion in his life.
“I need assistance with breaking a curse.”

Midoriya was probably just asking him to do this because no normal person would ever agree to it. It was probably just a matter of convenience for him.
That was probably true and this would ultimately come down crashing and burning around him once Midoriya realized how Shouto felt about him. Then he’d have to move apartments and maybe to a new city altogether and he’d have to avoid hero news, because Midoriya’s face was plastered across all of them.
But, in that moment, it really didn’t matter.
Shouto would’ve agreed to just about anything to be wrapped in these arms again.
