Tyler doesn't know how long it's been since he was snatched from an alleyway following his 18th birthday, but he knows it's been at least a few years. Usually, when he was awoken by the frozen air, blankets would be drawn tighter, limbs drawn closer, and he’d inch closer and closer to the heavy sleeper that lay by his side, chest rising and falling steadily, to a beat unheard by anything but the lungs themselves. Martin would, without fail and without ever breaching consciousness once, face him, eyes shut and lips parted so that only a flash of white peeked through, and wrap an arm around Jon’s shivering shoulders, a feather’s touch and a fire’s warmth."

It made sense that Robert associated touch with something bad and given the way he made comments about his father being the ‘tough love’ type, Flambae was starting to doubt that much of the touch Robert received had ever been positive. How many times had someone laid their hands on Robert and didn’t mean him harm?

And given the nature of some of their prior Dispatchers, Sonar decides that's unacceptable, and takes it upon himself to use his not-inconsiderable charms to convince Robert to stay.
Depending on how you define it, this plan meets with an unanticipated level of success.
