The wind whips her coattails against her legs as she strides across the pitch black plains. Instinct lights her way. She always knows where the Master is. He is the aching thorn in her side, the nagging itch at the back of her mind, the longing tug in her heart.
Of course, that connection is wholly manufactured, an artificial link that has bound them since birth. It is written into their bodies, wired into their neurons, scribed deep into their skin. Gallifreyan society deemed them a matched pair before they were old enough to have a voice in the matter. They've fought against that label ever since, a desperate scramble of flashing grins, vicious words, and scrabbling limbs.
Yet they always find themselves inevitably pulled back into each other's orbit.

UPDATE 2/1/2019: I have reworked the Doctor's backstory and changed his telling it to the Brigadier into a flashback. I decided to alter it after catching up on the Capaldi seasons and catching some of the backstory hints from Missy. And I think this version of the backstory hurts more anyway. I swear I'm not a sadist, but... sorry.

An old disease has resurfaced on Earth- one which most humans recover from but is permanently lethal to Time Lords.
Because of this, the Doctor stays on Earth to make sure her humans make it through okay.
And because of the Doctor, the Master- against his better judgement- also chooses to stay.
Reluctant to leave the safety of the Doctor's Tardis, the Doctor and the Master find plenty of ways to pass the time but it can be difficult to enjoy each other's company with so many things left unsaid.
Good thing they have plenty of time in isolation to work it out. -
