Tim was a Dragon. A big, protective dragon. He was meant to keep it a secret, but his family knew. or so he thought.
Tim had once, exhausted, anxious and living solely off caffeine and spite, hallucinated telling his family about his species. they took it well, in his daydream. Later, after Tim finally took a nap, he was convinced his family knew. they didn't.

Have you ever had that one teacher that refers to their students as their kids? Jason wasn't a teacher, but he sure did that with his Alley Cats, his street kids, who lived in the building he'd bought and made a shelter. His family was used to this, to him saying things like "sorry, gotta watch the kids", "my kids are running low on good blankets", "my kids set the place on fire- again". They knew he was their mentor at most. so imagine their surprise when he suddenly mentions a daughter.

Summary
Bruce had tried to stop Stray when they first showed up, saying that Gotham was no place for kids to be running on rooftops, completely ignoring his own hypocrisy. Later he tried the same speech on Puzzler and Ace. Obviously, Tim hadn’t listened. Bruce eventually gave up on stopping them but still took measures to make sure they were safe, giving each of the 3 mini-rouges a Bat Panic-Button and checking up on them midway through stopping their heists.
Essentially, Batman might have been annoying, but the Red Hood was actively making Tim’s life worse.
