When Nancy shoots the sphere (aka the exotic matter) in S5EP05, Steve is on the roof as well and gets sucked into the matter. He gets thrown out in the year 1978, nine years before S5, some floors below in the Hawkins Lab.
or: Steve accidentally time-travels into the past, to the time of the children-experiments and one year before the massacre. While he is held hostage in the Lab, he needs to protect baby Eleven and all the other kids (if they like it or not), try to not tell Brenner and his soldiers too much about the future and also work with the blooming obsession of noone else than Vecna/Henry Creel himself. Easy, right?

Cheong San was convinced that he had died. He felt the flames, he felt the crash, and then he felt nothing. So it doesn't make sense that he wakes up to a peaceful time before the apocalypse started. Cheong San, not sure what is going on, resolves to do things differently this time in order to save everyone he loves.
