It seemed their government officials were too busy throwing passive aggressive insults at each other to notice their little chat.
USSR also appeared to be drinking too much, even when he has a high tolerance for alcohol , it was obvious both weren't in their five senses. As the conversation grew longer, the two of them grew bolder, the air became harder to breath, the clothes way too tight, their bodies needed something more then boring words. So without thinking it further and knowing they'll either regret it later or have too much of a headache to remember it.
The party hosts said that people weren't allowed to go anywhere outside of the designated floors and garden, because the party was to celebrate the end of world war two, not to do such.. things in a place as important at this was. But neither USA nor USSR cared at the moment, they simply needed to satisfy their hunger. So they somehow dodge the guards guarding the stairs and moved past them, making it to the 4th floor (The 2th and 3rd being the party ones) where they found what appeared to be a guest room, ready to be used by them.
