With Yokohama having cut themselves off from the world of quirks and Heroes for so long, the Tripartite System thought it would be best to open up to the outside. And what better way than to garner alliances than to go to the place where future heroes are being trained. So, they decide to send the best of the best to forge this relationship… Soukoku.
