Well, Red Hood mused, he doesn't know it's his brother yet. Plus Red Hood, or should he say Jason Todd has been a menace around Gotham, lately. It does make sense that Dickiebird was annoyed at him. He had been throwing heads on the Crime Alley spike like every Tuesday.
But the darts really hurt his feelings! Perhaps he should toy around with his older brother and his new younger brother.

Alternate universe in which Jason was raised by Bruce since he was 4. He lived at the manor and had a great relationship with Bruce. Until he was announced dead. And neither are happy about it.
Because the Arkham cell was tiny, but Jason's headspace was even smaller; and Dick gets to witness firsthand not only Jason's nightmares, trauma, and treatment, but just how hopeless things are from the inside of his brother's cell.

Summary
Red Hood rules Crime Alley, shoots the bastards who need shooting, and mostly stays out of the Bats' way. It's not pretty - Bruce is still prone to several disapproving looks and a lecture whenever Jason and him cross paths - but it beats getting the shit beaten out of him by the Joker, or being sent to Arkham or Blackgate, so their uneasy truce is more good enough for Jason.
The Bats don't know any details of what happened to Jason - they still think he faked his death, for God's sake - and Jason plans to keep it that way.
And then fucking Scarecrow wreaks havoc on Gotham with his hideous Fear Toxin, and a rebreather can only do so much when you're drowning in Fear.
Some secrets have a way of getting out, even if Jason wants nothing more than for them to stay hidden.
