Maybe Wilbur did have his interests in mind but he truly couldn't care less, he was sick of people treating him like he couldn't defend himself. He saw the stories, the tales of people making him seem defenceless, he does nothing but fight. He is no hero either, he was taught that lesson, but he'll never stop hunting the man who stole his innocence down until the day he rots.
"I am scared? No, you're scared." Tommy stated without a second thought.

Summary
Tommy grew up in a lab with Dream. Tommy is narcissistic and has no amygdala meaning he doesn't feel much fear, he's prone to manipulating people and seeing people as "toys" but because he's young he gets away with it.
Dream, on the other hand, has animal instincts, and is pretty much mixed with lamb and ox breeds. He naturally has anger issues and heightened emotions since birth without the experiments but for some reason has the ability to revive people. They don't really have reasoning for this however.

Tommy and Dream grew up in a lab, Tommy isn’t a good person in this fic neither is Dream.

Tommy stutters, his tongue suddenly turning to rubber and stares at the man, one of the world's top villains, in his passenger's seat. “I—”
“One moment.” The Angel holds up a finger, popping the door open and looking towards the back of Tommy’s car. He cups a hand to his face. “Boys, get in this fucking car or I’m leaving you behind!”
Tommy twists in his seat, head snapping back to look out his back window and watches as three more men (holy shit, is that the Blade?) come darting towards his car.
