Well, that wasn’t entirely fair. It wasn’t a problem-problem. He certainly had enough problems to recognize the difference between a problem and a Problem. A problem, without the capitalization, was something like his father or maybe global warming. A Problem, on the other hand, was something that was most likely only Problematic because he was a teenager and because of everything that went along with that blessing.
So, yes, Todoroki Shouto had a Problem. Rather, he had a list of Problems, with the biggest Problem being the first.
