Summary
In the universe you know, Adelaide Brooke’s suicide sufficiently horrified the Doctor that they gave up trying to control the Laws of Time almost as soon as they started.
In this universe, it didn’t quite work out that way. So the Doctor carried on altering fixed events, changing the timeline into what they think it ought to be, slowly but surely remaking the universe in their own image.
This may restrict everyone else’s ability to exercise free will, but that’s a price worth paying to save the universe… right?
