He escapes and he takes Helmut Zemo with him - without explanation. The mission, it seems, was given years ago - Zemo barely remembers issuing the order. But the Soldier does. Now, Zemo has been dragged into a perilous game with a HYDRA loyal Winter Soldier while trying to subtly bring forward James - Bucky - back to the surface.
